  1. Power up the printer by force pressing its power button.
  2. Wait until the printer becomes idle.
  3. Unplug the power cord from the HP printer and electrical outlet.
  4. Wait for a few minutes and connect the power cord.
  5. Do not make the power connection using a surge protector as it creates power fluctuations.
  6. Power on the HP Officejet 4650 printer. Lift the access door and remove the ink cartridge.
  7. Check for damage and ink clogs on the cartridge. Refix the cartridges.
  8. When the cartridges are damaged replace with a new set.
